The market, if we would only depend on it, treats all savings from the use of solar energy exactly the same.  Government programs, born of lobbying, blindness and ignorance are different.  We use so much fossil fuel because we abandon successful traditional uses of solar energy faster than we adopt new uses. It is government, not the market place that becomes the chief enemy of tradition, old ways and old tools. Steve Baer 03/02/05
